HMSRC “Forward Virginia” Phase 3

HMSRC will begin its third phase of reopening on Friday, July 3, 2020. There are some significant changes from Phase 2, so please read this message in its entirety.

Investigators from Fairfax County Health Department will be monitoring community swimming pools for compliance with Phase 3. The public health orders in Phase 3 guidelines are enforceable via injunction or by a Class One misdemeanor charge. An injunction could lead to the closure of our Club. Obviously, we do not want the Club to be closed. Our desire is to make the pool accessible to members while we are in Phase 3.

With this in mind, we ask you to take compliance with these rules and procedures seriously. Please read and follow the rules and procedures below and comply with directions given by our lifeguards. The rules and procedures below are considered an addendum to the HMSRC operating rules. The lifeguards have been instructed by our Board of Directors to inform the Board when members do not follow this guidance or the lifeguards’ instructions. If necessary, the Board will take action to ensure compliance. Per our the HMSRC operating rules, “failure to comply with any of the rules and regulations may be considered sufficient cause for immediate suspension or cancellation of any or all privileges of membership of the offending member.”

You will notice that some of the changes from Phase 3 are incremental and others are more accommodating to families with small children. Phase 3 is not a return to “normal operations” of previous years. Members should all anticipate remaining in Phase 3 for the remainder of the 2020 season.


  • Members must have a reservation to enter the pool.
  • Reservations must be made using Member Splash (our membership database). Log on to Member Splash first, then navigate to this link: .
  • Reservations are now by individual and are no longer by account.
  • Members may reserve:
    • 2-hour blocks for free-swim/dive;
    • 60-minute blocks for lap swim in a specific lane; or
    • 60-minute blocks for family use of the wading (baby) pool.
  • Individual members are allowed a maximum of two (2) reservations per day (and one [1] reservation per family per day for the wading [baby] pool)

Facility Entry

  • Members waiting to enter the pool must maintain physical distancing of at least 10-feet while waiting in line.
  • Members shall wear a protective face mask when inside the building and at any time on the pool deck when members are unable to maintain 10-foot separation from others who are not members of the same household.
  • Only active members with reservations will be allowed to enter the pool. No guests or absentee members will be allowed. If you have purchased guest passes and are unable to use them, guest pass credits will carry over from season to season.
  • Members shall be screened for COVID-19 symptoms during check-in prior to admission to the facility. Members have the option of using the Sparrow Occupational Health’s Covid-19 Symptom Screening Tool within four hours of check-in and showing the results to the lifeguard at the check-in desk. Anyone experiencing symptoms shall not be permitted in the facility.
  • Lifeguards shall check every individual member into the pool by name using Member Splash, even if they are listed on the same membership account.
  • The restrooms will be accessible. Common areas of the Clubhouse will be closed at all times.
  • Hand sanitizing stations are available at the entrance/exit.
  • Inside the facility, whether in the water or on deck, members must maintain at least a ten-foot separation from others not of the same household. This means that families can sit or swim together, but they must maintain 10-foot separation from others at all times.
  • It is the member’s responsibility to maintain 10-foot physical distancing. Members who violate the 10-foot social distancing requirement risk having their membership privileges suspended or revoked.
  • To ensure adequate space is available to maintain separation, the Board has placed a maximum limit on total capacity of 50% of our maximum operating capacity. We expect facility usage to be less than 30% most of the time.


  • No furniture will be available on deck. Members wishing to sit on the pool deck are encouraged to bring their own chairs.
  • When sitting on the deck, members must ensure ten feet of spacing exists between persons who are not members of the same household.


  • ALL swimmers must maintain 10-foot separation from others who are not members of the same household.
  • The wading pool is now open by family reservation only. Reservations are for 60-minutes. Only one family at a time is allowed in the wading (baby) pool enclosure.
  • The main pool will be open for both recreational swim and lap swim.
  • The recreational swim area is limited to the entry stairs, the diving well, and Lanes 1 through 3 (lane lines for Lanes 1 through 3 will be removed for recreational swim).
  • Recreational swimmers shall not cross the lanes lines into Lanes 4 through 6 as these lanes are reserved for lap swim only.
  • Lanes 4 through 6 are reserved for lap swim only. Lap swim is by 60-minute reservation only. A maximum of two (2) swimmers per lane is allowed. Recreational swim is not allowed in Lanes 4 through 6.
  • Lap swimmers may pass one another while swimming.
  • Lap swimmers should use “circle swim” procedures when sharing a lane with another swimmer. Please watch this video to learn how to circle swim.
  • Swimmers may bring their own kickboards, fins, etc., for lap swim. No toys, floats, balls, etc. are allowed.
  • HMSRC is not providing Learn to Swim instruction in Phase 3.


  • The diving board will be open for practice dives.
  • The diving board is limited to one person at a time.
  • After entering the water, divers should immediately exit the dive well using the ladder.
  • The next diver must wait until the previous diver exits the dive well.
  • Divers waiting in line must maintain 10-foot separation from other divers.
  • Recreational swimming in the diving well is prohibited. No toys, floats, balls, etc. are allowed.
  • If divers cannot comply with this guidance, the diving board and dive well may be closed at the discretion of the lifeguards.


  • The pool will be open for up to two hours at a time. After two hours, the pool will be closed for cleaning for 30 minutes.
  • The pool will be open during these hours:
    • Monday-Friday: 12:00-2:00pm, 2:30-4:30pm, 5:00-7:00pm and 7:30-8:30pm
    • Saturday: 10:00am-12:00pm, 12:30-2:30pm, 3:00-5:00pm and 5:30-7:30pm
    • Sunday: 11:00am-1:00pm, 1:30-3:30pm, 4:00-6:00pm and 6:30-7:30pm
  • When the pool closes for cleaning, all members must exit the facility. Only members with a reservation in the next session may reenter.

The information above is how HMSRC will operate the pool for general membership during general operating hours in Phase 3. The Swim Team will operate Monday through Friday from 8:30-11:45am according to separate operating rules provided to Swim Team members via the Swim Team representatives.
